Description:

To lead, develop and integrate the constituent gas sourcing & supply; infrastructural; licensing & permitting; and market elements to coherently form an effective gas aggregation and commercial function to meet Central Energy Fund’s strategic and commercial objectives..

Requirements:

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • 11 years of which 3-5 years must be at Senior Managerial experience preferably in the energy sector.
  • Proven experience in an energy/gas provision environment with practical experience/exposure to the resource allocation and/or scheduling of gas sourcing, supply and pricing activities, and the related negotiation of gas sourcing agreements.
  • Matric (NQF Level 4), Bachelor’s degree/BTech Degree(NQF Level 7) and Honours Degree (NQF Level 8) in equivalent qualification in a technical engineering discipline (Chemical or Electrical Engineering)
  • Master’s degree (NQF level 9) in the relevant field as an added advantage.

  • Technical knowledge relating to gas aggregation, and gas sourcing/supply.
  • Technical skills and know-how relating to gas aggregation, and gas sourcing/supply.
  • Regulatory knowledge relating to gas aggregation, sourcing, storage, transport, compliance, licensing and permits.
  • Computer literacy and experience using MS Office Suite / Project
  • Sound knowledge of contractual risk management (identification, management and risk mitigation)
  • Knowledge of legislation, regulations, policies, processes and processes impacting on organisation (e.g. gas aggregation, sourcing and supply)
  • Conceptual skills, Problem-solving and analytical skills, Critical evaluation skills, Negotiation skills

KEY PERFORMANCE INDICATORS

 

Financial Perspective 

  • Oversee the in consultation with executive decision-making structures the negotiation, acquisition and completion of gas contracts to meet strategic objectives by providing core negotiation mandates and parameters.
  • Integrate comprehensive budgets covering core (gas sourcing & supply) and support (infrastructural; licensing & permitting; and market) elements within the gas aggregation and commerce function, to support organisation’s strategic and operational gas aggregation and commerce goals.
  • Ensure effective monitoring of budget/s for the core (gas sourcing & supply) and support (infrastructural; licensing & permitting; and market) elements within the gas aggregation and commerce function.
  • Resolve escalated issues impacting on financial and related management arising from core gas sourcing and supply operations and associated service/support (infrastructural, licensing & permit and Market) operations and make decisions and/or coordinate responses with internal and other functions.

Stakeholder Management Perspective

  • Shape strategic inputs into stakeholder and network relationships across gas sourcing & supply, gas infrastructure, gas licensing & permit and gas market elements drawing on gas aggregation industry insights, skills and experience.
  • Map out strategic stakeholder networks and relationships across core (source & supply) and support (infrastructure, license and permit, and market) elements of the gas aggregation and commercial function.
  • Forge workable win-win relationships with stakeholders across supply chains, government and customer networks to advance the interests of the gas aggregation and commercial function in meeting strategic and operational objectives.

Internal Business Process Perspective – Gas Aggregation / Commercial Function

  • Craft policies / procedures for executive approval / sign-off to monitor and manage gas sourcing and supply, transportation and storage, licensing and permits, and marketing activities by soliciting the inputs of direct reports and drawing on insights, skills and experience of the gas aggregation and commercial industry.
  • Initiate for executive approval / sign-off the development and implementation of governance and related systems and controls to maintain compliance with established standards and regulations.
  • Approve relevant controls, checks and balances to ensure mitigation of risk across core (source and supply) and support (infrastructure, licensing and marketing) elements of gas aggregation and commercial function.

Learning & Growth Perspective

  • Provide input into high-level strategic decisions that affect the core and support elements of the gas aggregation and commerce function.
  • Formulate, plan and direct strategic gas aggregation objectives and associated activities by appropriate environmental scanning to determine strategic business and operational landscapes, drawing on inputs from senior managers within core (gas sourcing & supply) and support (infrastructural; licensing & permitting; and market) elements within the gas aggregation and commerce function, and in line with organisation’s broader goals.
  • Translate broader company policy and strategy into coherent strategically aligned programmes setting out short-, medium- and long-term plans for core (gas sourcing & supply) and support (infrastructural; licensing & permitting; and market) elements within the gas aggregation and commerce function.
  • Manage direct reports (senior managers responsible for core and support elements) through appropriate task allocation or delegation, with follow-up mechanisms to monitor delivery of outputs at the required standards on time.
  • Ensure effective competency development to deliver on outputs of the gas aggregation and commercial function.
  • Ensure effective career and succession planning for a continuous and stable gas aggregation and commercial function.
